I can’t see it being about security anymore (even security theater, which is all the toilet closures ever were). At this point it’s about budgets.

You're probably right. According to BART.gov, it's the only underground-station restrooms that remain closed. The terrorists totally won! <---- joke

Millbrae BART station had bathrooms last time I was there.
